Bill Hicks grew up in Weirton, West Virginia. After graduating from Weir High School in 1992, he earned a Bachelor of Science degree in Exercise Physiology from the West Virginia University School of Medicine in 1996, graduating magna cum laude. He received his law degree from West Virginia University College of Law in 2000, and was made a member of the Order of the Coif. While attending law school, Mr. Hicks served as the Managing Editor of the West Virginia Law Review and won the Best Student Article Award.

Mr. Hicks is admitted to practice before the West Virginia Supreme Court of Appeals and the United States District Courts for the Southern District and Northern District of West Virginia. Since he began practicing law, Mr. Hicks has acquired a wide range of legal experience in regulatory, corporate and administrative law and served as Assistant General Counsel to the State of West Virginia Department of Administration. He has engaged in many aspects of civil litigation including occupational disease and toxic torts litigation, professional liability and deliberate intention matters. His interests include his artwork, tennis, hockey, the outdoors and spending time with his wife Amber, and son Emerson. Mr. Hicks is a member of the West Virginia State Bar Association and the Kanawha County Bar Association.
